Radical Tibetan exiles say they are planning to interrupt the Olympic torch relay as it moves through the streets of Delhi today from the presidential palace to the India Gate arched memorial.
"It is going to be tough to get through the security, but we will do something dramatic," said Norbu, 25, a member of the Tibetan Youth Congress, which advocates independence and reserves the right to use violence.
TYC members have staged a series of bold protests in recent weeks, including storming the Chinese Embassy in Delhi last month, and carrying a mock Olympic torch along the official route on Tuesday.
The torch arrived in Delhi from Pakistan in the early hours of this morning, and was taken to an undisclosed location as Indian police closed down the city centre to prepare for the parade.
The Indian Olympic Association said that members of the public can watch the torch parade from the extensive lawns either side of Rajtath, the wide ceremonial avenue leading from the palace to India Gate. Because of security concerns the IOA did not announce what time the parade was starting until this morning, in a bid to wrongfoot the protesters.
All Metro stations and roads in the surrounding area have been shut down, and more than 15,000 security personnel have been deployed to police the short, 1.8 mile route.
By comparison, Britain fielded fewer than 3,000 police along the torch's 31 mile route through London.
The number of the controversial, blue-tracksuited Chinese security officials guarding the torch have been cut down to two, after questions were raised about their legal status.
Thousands of Tibetan exiles marched through Delhi earlier this morning to protest against Chinese policies in their homeland, hours before the Olympic torch was due to be paraded through the city.
Chanting 'Stop the killing in Tibet' and waving Tibetan flags, about 3,000 Tibetans joined the protests, along with Indian politicians, Westerners, Burmese activists and supporters of Falun Gong.
They carried a "torch for Tibet" - a traditional Tibetan butter lamp - from the Rajghat Memorial in eastern Delhi to makeshift Tibetan camp about a mile from the real torch relay route.
Indian police broke up the crowd as it began its march, but allowed it to reconvene at the camp despite a massive security clampdown in the city centre.
"The torch for Tibet celebrates our non-violent struggle for fundamental freedoms and persistence to seek a lasting solution to the issue of Tibet through negotiation," said a statement distributed by the organisers.
The march was organised by the Tibetan parliament in exile, based in Dharamsala in northern India, which adheres to the Dalai Lama's policy of seeking autonomy for Tibet within China, but does not advocate boycotting the Olympics.
However, many Tibetan exiles want full independence and a boycott of the torch relay and the Games.
"I am Tibetan but I have never seen my country. China does not deserve the Olympics, and India should not accept the torch," said Phuntsok, 37, who fled his home in Lhasa, the Tibetan capital, in 1988 and walked over the Himalayas to India.
Among the protesters were several hundred Indians, many of whom expressed outrage at the huge security operation surrounding the torch.
"It's unfortunate that our government is treating a symbol of peace with the power of a gun," said Vimlendu Jha, 28, an NGO worker from Delhi. He was wearing a black T-shirt which read 'Indians for a free Tibet'.
Among the other Indians in the crowd were George Fernandes, from Goa, an outspoken former defence minister from the National Democratic Alliance, and Arundhati Roy, the prize-winning novelist.

Dalai will never return to tibet. he claimed himself as spiritiual leader, and the same time to be governor of tibetan area. if he want to still keep the title of spiritual leader, please adopt Freedom of Religon. Stop prosecution of other sects of tibet buddism. (read a report from Swiss on prosecution of other budda by Dalai group)! Again, remeber Freedome of Religion is to against theocracy, which Dalai lama representa and withhold. As we weterners, if we support theocracy, why not we welcome Christan back to rule in UK or US?

Dear friend if you look back far enough non of the sovereign nations today are justified of their occupation of territory because we all once lived in tribes!
China's ruling of Tibet dates back to 1362. Atlas published by US, including the ones by the Geographical Publishing Chicargo in 1932, C. S. Hammond and Company in 1930 and P. F. Collier and Son Company in 1925 all included Tibet as part of China.
Am also tired of the so-called culture genocide. What are you talking about?? Some of the tibetan songs and singers are forefront of the pop trend now and the whole nation is singing those (in manderine of course). What do you know?? I visited Tibet twice and all Tibetan (as well as Hans) kids are required to learn Tibetan. Not to mention the big bucks central gov't has been spending to restore and renovate the temples there!

Reasonable and decent people in the western democracies are unsympathetic to both Communism and Capitalism. These are both opposite extremes and do not address the basics of proper democratic government.
Your Chinese Communist Party currently runs two kinds of politics. Capitalism for the rich middle class and Communism for the poor working class. Which one are you?
Your government play games with you to keep themselves in power. The Chinese Government can best be described as a 'Regime.' They are not capitalist or communist but are a simply a group of selfish individuals who enjoy their power.
You may be interested to learn that Communism is in fact an import to China and was invented in Europe during the late 19th Century. Communism/Marxism was imported to China at the end of the Second World War. Communism has a shelf life of about 70 years. That is why your 'Regime' is now shifting to capitalism instead.

I don't deny that there are disputation about if Yuan was a part of Chinese history. But it is clear that the Tibet was not a sovereign country under Ming and Qing dynasty, although it was highly self govened. ( You know Feudalism?) When Qing dynasty collapsed, Republic of China (not today PRC) was the only government of China, and they never gave up the dominion to Tibet. It was British (and Indian) incited 13th Dalai Lama to claim independence at that sensitive period of chinese nation and it didn't work. After the chinese civil war, PRC government established, which still own the dominion of Tibet! yes, today the polistics system in Tibet is not as before 1950s, but do you know, before 1960, Tibet was under serf system! Are you telling me we should keep it? PRC government gave position in government to 14th Dalai Lama, but he still left finally, under support from CIA.

Tibet surrendered to the Mongolian Yuan, China was conquered, perhaps Mongolia should claim China as its territory!
The Ming & Qing maintained their claim on Tibet but generally for all its history until the Chinese invasion Tibet in effect was a self govening state. When the last Chinese dynasty collapsed Tibet declared full independence.
The current situation where Tibet is govened repressivly directly from Beijing does not reflect the situation in Tibet before the Chinese occupation. To simply say Tibet has been part of China since the Yuan gives totally the wrong impression which the Chinese use to try and justify their occupation.

Let me give you some history lesson. Tibet was conquered by Yuan dynasty (middle of 1200s), which is established by old mongolian. After Yuan dynasty was casted down by Chinese, the following chinese governments inherited all the domain of Tibet (even the current area of Mongolia) and set local administration. The title which you are very familiar with, "Dalai Lama", was given by each chinese government. It was from 1800s to 1900s, when China was weak and invaded by Britain, French, US....colonizers! British started to encouraged Dalai Lama to split Tibet from China, because British wanted an "isolation area" between China and its colony, Indian. This is the "root" of all these fight.
14th Dalai Lama's exile was because PRC government abolished serfs system in Tibet, which was against the benefit of high level Lama.
At the year 602AD, yes, tibet was independent, but even Dalai Lama was not there, man. Most of the modern courties in the world were not established yet.

Why don't you check your own history and see what your "domestic country" did to China and other countries centuries ago or even nowadays, they are completely brutal crime. Tibet does not belong to China and was a kingdom since the year 602AD...before the 1940s no Chinese people lived there
It is because China is aware of its vast mineral wealths,now being stolen that it lays claim to Tibet and is flooding the country with Chinese and re-educating ,so called the native Tibetans..Long live freedom and its time the chinese who have escaped abroad stopped speaking as if they were still brainwashed,but maybe they are! Perhaps they would like to return and live under communist rule.

The younger Tibetans want to do something dramatic to change the limbo they are in, and do not exclude the method of violence. But the older ones, especially, the Dalai Lama, are the believers of non-violence. I hope nobody will get hurt.

Having read many blogs - and tried to have a moderate discussion with ethnic Chinese at home and in abroad - I am very pessimistic, not only for Tibet but for China as well.
China looks as if it is about to enter a new dark age. Read some of the posts and you will be variously saddened, enraged, baffled, amused and finally bored.
Yip, it's the same old same old: brainwashing Chinese Communist Party style. The one variation is that many ethnic Chinese now holding foreign citizenship openly speak of China as 'home' - a common and worrying trend.
Criticism of 'The West' is trendy again (nfantile but trendy).
I for one have given up trying to reason with them. If they want to believe in Chinese Communist Party rhetoric and fairy tails then there is nothing that you can say.
I believe that a very, very tough response is now needed with this regime.
I don't even know why anyone bothers having anything to do with this farce of the Torch Relay. It is a grotesque sham.

I wish the bbc iplayer would work in china, as there is a wounderfull documenty on it on the history of tibet showing how tibet used to be before the chinese took over. Tibet was free and peacefull and then china stoppent on it.
With real footage shot in tibet some 60 year's ago one can see whate tibet was like before the chinese got involved. To all the chinese people who come on the times, i would ask your self's this why is that the people off tibet want nothing to do with you what did you do to them?

I understand fully the frustrations ofthe Tibetan Youth Congress, but by permitting violence they ae handing a victory toChina which will then claim tat the Dalai Lama is secretly prone to violence, not the peace he preaches.If only china wuld agree to sit down and talk with him the heat cold go out of the situation tommorrow, but we know how shallow chinese are about "losing face" after years of Communism they lack the spiritual depth of the bhuddists. Tibet is part of China hunders years ago, the history is even looger than the history of America.
Our life are fine in Lahsa before March, but now, people fighting each others outside, even they were borthers and sisters.
I don't know How many western countries want China be seperated. I don't know why some people like watching Chinese people killing each others by themselves.
